Marriage Forms Approval Process At Jabatan Pendaftaran Negara
The Monday after Christmas, 27th Dec to be exact, I was still on leave. The reason being I planned to settle the first phase towards getting that marriage certificate.
Phase 1: Getting the documents ready and submitting it. The plan was to get the ROM (registration of marriage) done at Thean Hou Temple in KL. To do that quite a lot of documents had to be prepared and photocopied eg; my IC, parents' IC, my birth certificate, her IC, her parents' IC, her birth certificate.
Anyway, before I can submit all these paperwork to Thean Hou Temple, I had to get the most basic requirement fulfilled first. Statutory declaration, that's the term the government use. In layman's term, it's the procedure to confirm both of us are single and never married before in the eyes of the law. That's where the role of Jabatan Pendaftaran Negara (National Registration Department) come in. I didn't want to waste time getting the the checks done in KL, so I decided to get it over and done with in Penang. It was done in Jawi district to be exact.
Again, more procedures had to be completed, I had to get a lawyer to verify my records are true before I could submit the form to the National Registration Department. To keep it simple, we got it done at this Commissioner for Oath office nearby my girlfriend's house. It was fairly cheap, rm5 per name, meaning rm10 to get his company chop and signature. I heard the fee can go up to rm40 if done in Kuala Lumpur.
Immediately after getting the lawyer's signature, we then immediately rushed to the JPN (Jabatan Pendaftaran Negara). It was already 4.25pm, and it closes at 5pm. Took a number and waited with the rest of the crowd, who were mostly there to renew/replace their identity cards.

Our turn came up fairly quick, and with a few clicks of the keyboard, the officer looked at my future wife and smiled. "It's all good, your husband had never married before!" he said to her. I was the one who looked confused that time. The officer then proceeded to explain that if my status were to turn up "married" on his computer screen, then there will be a very tedious process to change it back to single before I was allowed to marry, again. Well, lucky for me it showed up "single" then, not that I was married before anyway.
A few chops here and there, plus signature signed, and I was happy to say that one more step has been completed in this long journey to getting married. A small step, but a significant first step nevertheless.

Next step would be to submit this form to Thean Hou Temple in KL and get the ROM date finalized. Stay tuned.
Hi Isaac, i am SY. I hope u can share on the procedure at the Commissioner for Oath and the JPN. Do we need to prepare all those documents (e.g. photocopies of ICs/birth certificates) for the oath taking and the JPN statutory verification? Or those documents are only to be submitted together with the KCO2 form to the Thean Hou temple? Thanks alot!
ReplyDeleteSY, hi there. Bear in mind, i did the marriage registration in Thean Hou Temple KL, but submitted the forms for statutory verification at JPN Jawi Penang.
ReplyDeleteYou can submit the documents to Thean Hou Temple, but they will request you to get the stamping and commissioner of oaths signature yourself at JPN. After getting the form signed by JPN, and signed by Commissioner of Oath, then submit the form with the ICs/birth cert to Thean Hou Temple.
To be on the safe side, bring the documents to both places.
After that, Thean Hou Temple will set a date for the ROM (registration of Marriage) which must be within 6 months from date of form submission.
Hi Isaac, thanks for the info. I too plan to have the registration of marriage at TH temple KL (gf working there). Since me and my gf will be in Penang this coming Friday (I am from Penang), so I am planning to have the oath taking and JPN verification done in Penang. The problem is my gf is not able to get the witness's IC and her birth certificate ready by then. So I am curious if it is possible to carry on with the Commissioner of Oath and JPN verification without those documents. May I also know between Commissioner of Oath and JPN verification, whichever comes first? Fyi, I already have the KCO2 form with me. Thanks again...
ReplyDeleteSY, I think you will still need the birth certificate for the JPN verification, the officer checked both documents, our ic and birth cert. Witness IC only needed at thean hou temple.
ReplyDeleteCommissioner of Oath comes first, then bring the form to JPN for the officer to verify. He will check in his little computer for single status, pay money (RM20 i think, cant really remember), then he will sign off the form.
